I'm sure one of your pre-loaded picture apps will do something for this. Make a copy of the pic first to play with it, then from Explorer if you right click and select "open with" you should see what programs you have, and hopefully one of those will do the job. I usually make a copy of the pic, then in Explorer hovver over the file and: Right-click > select Open With > select Microsoft Offic Picture Manager > then from top menu in words select Picture > Compress Pictures > and on the right hand menu select Documents. Save the file and you're done.
