What was this old movie/tv show with boots?

Not sure this was a fever dream, but many years ago (I think on some public TV station) I vividly recall watching an old black & white made-for-TV(?) film/show on several occassions which had at least two borderline-erotic scenes centered on boots. Anyone here know what film or show this was?
There were two distinct scenes I remember that have stuck with me to this day:
1) A person was caught showering with a boot when his curtain was opened by I'm assuming someone of authority
2) Several women teased some men chaining them up to a wall and the next shot shows several boots on a countertop hopping/vibrating with steam in what I presume was a bar/café
Whatever it was...it was strange...I'm not even sure what the theme or plots were, just something random on like PBS after channel flipping.
