I do consider cumming in a blood relative's footwear a form of incest.
It's still sexual contact, your semen is touching their body. Doesn't matter if there was no direct genital contact. It was your semen, and is still your semen, even after it has left your body.
If you came in a woman's shoes knowing that she would come in contact with it, then you knowingly initiated sexual contact with her, even if she was not aware.
In that sense, it is incest (and, technically speaking, if you lacked consent then it could also be considered a form of sexual molestation, but that's really more of a legal issue than a semantic or philosophical one.)
Is it "wrong", though? Well, morality is subjective. The real question to ask yourself is, "am I okay with doing this?"
