It's a character called Bra Briefs (or Bulla Briefs) from the Dragonball Z/GT.

If you just wanna see that VERSION of Bra, just watch GT. Not super. Probs have to wait another 5 or so seasons for Bra to grow up up in the canon version

I hope in the future, they go with this Bra. Fuckin hell the character designs for her and SS4 Goku were amazing
